New Jersey’s Deadly Delay Cost Carol Bowne Her Life

“My friend didn’t have to die this way,” said co-worker Colette Marino-Quinones of Carol Bowne’s murder. New Jersey resident Bownes was living in fear for her life from an ex-boyfriend and took every measure to protect herself— she had a restraining order against him, she installed security cameras and an alarm system at her home, and she applied for a gun permit on April 21. On June 3, with her application still pending despite a New Jersey law requiring applications be granted within 30 days, was left defenseless when her ex ambushed her at her home.
